An alley-loaded driveway on a narrow Horizon West lot, worked out in square feet
Picture a 45-foot-wide lot in one of Horizon West's newer villages, required under the lot-width rule to run its garage off the rear alley. A 14 by 22 foot driveway section connecting the garage to the lane, 308 square feet, prices out between roughly $1,850 and $4,620 at $6–$15 per sq ft installed, shorter than a comparable front-facing driveway would run but poured against the alley's own paving grade rather than the street's.
A 50-foot line in the code decides the whole layout
Orange County's residential design standards for Horizon West require an alley-loaded garage, and therefore a rear driveway off a service lane, on any lot 50 feet wide or narrower; a lot wider than that may use a conventional front-loaded garage instead, and anything under 65 feet in width is barred from a double-wide garage door regardless of which layout it uses (Orange County Planning Division, Horizon West Architectural Design Standards Guidebook). Narrower, alley-loaded lots end up with a shorter driveway run but a longer concrete section in back, which changes the arithmetic from what the same square-foot price would produce on a conventional front-facing lot.
Why an L-Shaped Driveway Panel Is a Problem Before It's Poured
Joint layout is not just about spacing, it is also about shape. Guidance on control joints calls for panels that come out close to square, with the length no more than about one and a half times the width, and specifically warns against L-shaped panels. A driveway in Horizon West that wraps around a porch step or a utility pad often tempts a layout with exactly that shape, and an L-shaped section concentrates stress at the inside corner no matter how well the rest of the slab is built. We plan extra joints into that corner at layout time instead of hoping the shape holds on its own.
Where the driveway still meets the right-of-way, the usual county spec applies
On a front-loaded lot, the apron crossing into the right-of-way still has to meet Orange County's lot-grading standard, a minimum of 6 inches of 3,000 psi concrete, kept at least 3 feet off the property line (Orange County, Residential Lot Grading Policy 2023). Garage setbacks run at least 20 feet from the front property line under the village design code (Orange County Planning Division, Horizon West Architectural Design Standards Guidebook), which sets the maximum practical length of a front driveway on a lot wide enough to have one.
Why Old Sod and Roots Cannot Stay Under a New Driveway
Florida's residential code allows clean sand or gravel fill up to 24 inches deep under a slab, or earth fill up to 8 inches, topped with at least 4 inches of clean graded base material. None of that is meant to sit on grass, roots or buried organic debris. If a Horizon West lot has old sod, mulch or a stump left in place, that material keeps decomposing after the concrete goes down, and the void it leaves is exactly where a slab cracks or dips first. Stripping the organic layer before fill goes in costs a step up front and is the difference between a flat driveway and one that settles in patches.
No License Required Doesn't Mean No Rules Apply
Florida law bars local governments from requiring a license specifically for driveway installation, but that exemption does not do away with permits, and a Horizon West jurisdiction can still require one for the work. It is narrower than it sounds at first. Separately, as of the 2026 statutes, an HOA cannot require a building permit to already be issued before it will even review a project, which changes the order some homeowners assume these steps happen in. Treating a license exemption as blanket permission is how a driveway project runs into a stop-work order or an HOA dispute that proper sequencing would have avoided.
Working Around Afternoon Storms Instead of Through Them
Central Florida's rainy season typically runs from late May into October, with afternoon storms that build fast on a summer day. Scheduling a Horizon West pour during that stretch, we plan around the forecast rather than hoping the rain holds off, because fresh concrete caught in a downpour before it sets can wash out the surface finish or dilute the top layer. Morning pours give the slab more time to firm up before a typical afternoon storm arrives. Outside the rainy season, the schedule has more flexibility, but we watch the forecast the same way on every job regardless.
Reading Rainy Season Numbers Before the Storms Start
Orlando averages about 51.45 inches of rain a year and Sarasota-Bradenton about 49.05, most of it concentrated in a rainy season that typically runs from late May into October. Before that season starts, it is worth walking a Horizon West driveway and clearing leaves, mulch and sand out of the control joints, since a joint packed with debris cannot channel water the way an open one does. Standing water that collects against a slab edge because a joint is clogged works on the base underneath over an entire wet season, not just one storm, which is a slower version of the same settlement problem poor compaction causes.
